The government is required to buy wheat and rice at Minimum Support Price (MSP) from farmers and all offered food grains are purchased at MSP from farmers even if the stocks being offered are much more than required for distribution and reserve stocks. At the same time, these food grains are required to be sold by Government at subsidized rates of only at about 10% of the cost, to 67% of the population. This leads to an unsustainable model of the ever-increasing subsidy bill of the Government of India.
